Precilla Landry Wilkewitz, Senior Advisor

Precilla Wilkewitz is a native of Iowa and her home of record is in Zachary, Louisiana. Wilkewitz entered the Women's Army Corp in July of 1966 after graduating from High School and was discharged on September 6, 1969.

Wilkewitz served with the United State Army Republic of Viet Nam (USARV), Inspector General's Office, Investigations and Complaints Administrative Department in Long Binh, Viet Nam, from January 5, 1968 to September 5, 1969. She was awarded the Vietnam Service Medal.

Wilkewitz joined the Veterans of Foreign Wars after the acceptance of female veterans into the VFW at the August 1978, National Convention in Dallas, Texas. Wilkewitz served as the first elected female Post Commander in VFW Post 4224, Baker, Louisiana, and in the State of Louisiana from June 1983 to June 1985. She served in various leadership positions on the District, State and National levels, prior to her election as the first female veteran to VFW State Quartermaster in 1985 at the 55th Annual State Convention held June 15, 1985, in Lake Charles, Louisiana. Also was appointed State Adjutant to serve the Department of Louisiana, Veterans of Foreign Wars.

Wilkewitz duties as VFW Administrator/Finance Officer enables her to assist the 117 VFW Posts with more than 18,000 members located throughout the State of Louisiana, with their continued membership and many community involvements supporting the VFW motto – "To Honor the Dead by Helping the Living" through "Volunteer" service.

Wilkewitz was appointed in 1987, by then Administrator of Veterans Affairs, BG Thomas K. Turnage, to serve on the Veterans Administration Advisory Committee on Women Veterans for a 3-year term. Objective and scope of committee: needs of women veterans with respect to health care, Rehabilitation benefits, compensation, outreach programs, and other programs administered by the Veterans Administration.

In 2000, Wilkewitz was appointed by VFW National Commander-in-Chief, John Gwizdak as the first female in the VFW's 101-year history to serve the National organization as the National Inspector General of the Veterans of Foreign Wars of the United States. During the same year, the Governor from Louisiana, M. Mike Foster, appointed Wilkewitz to be one of the first females to serve on the Louisiana Veterans Affair Commission for a 4-year term.

In 2002 the Louisiana Veterans Affairs Commission appointed her as the first State Women Veteran's Coordinator for the State of Louisiana. Since her appointment, she has attended everyNational State Women Veteran's Coordinators Conference and has served in various leadership positions. At the 2007 NASWVC Training Conference in Branson MO, Wilkewitz was re-elected to First Vice President and assumed her current position as President in 2010. Beginning August 1, 2011 Wilkewitz steps down as President of the association and will assume the position of Senior Advisor for the Executive Board years 2011 to 2013.

In 2005, Wilkewitz was reappointed by Louisiana, Governor Kathleen B. Blanco to serve on the Louisiana Veterans Affairs Commission for a six-year term, ending in 2011. Wilkewitz was appointed National Legislative Chairman by VFW National Commander-in-Chief, Glen Gardner for the 2008-2009 Administrative year and has met with Congressional leaders to discuss women veterans’ issues and to promote total health care for all women veterans.

Wilkewitz established and maintains the Women Veterans Data Base -- which currently has 1120 names of the 26,000 women veterans from Louisiana and the search continues with the assistance of VSOs.

In Feb 2003, Wilkewitz was instrumental in assisting the Department of Louisiana and the Veterans Affairs to host the first Annual Women Veterans Forum, to educate women veterans about VA entitlements.

In 1997, Wilkewitz Co-Founded the Vietnam Women Veterans, Inc. (VWV) and served as the National Treasurer. There were 1,234 women who served as non-nurses in Vietnam and to date over 800 women have been found.

The current Governor of Louisiana, Bobby Jendal appointed Wilkewitz as a member of the State, Military Family Assistance Board.

Wilkewitz holds membership in Veterans of Foreign Wars, Vietnam Veterans of America, VIETNOW, American Legion, Vietnam Women Veterans, Inc., WAC Association, WIMSA, Ladies Auxiliary of the Veterans of Foreign Wars, Auxiliary MOC, Catholic Daughters and Altar Society. Wilkewitz is co-founder and 1st Vice President of Disabled Veterans National Foundation.

Wilkewitz is married to Kenneth G. Wilkewitz, a native of Sarver, Pennsylvania. They have one son, Justin Gregory Wilkewitz who is married to Kelly Henagan Wilkewitz, one foster daughter, Jonette Wilkewitz Valega and one granddaughter, Victoria "Tori" Layne Valega.
